David J. Byrne and A. Christopher Florio, Co-Chairs of Stark & Stark's Community Association Group, presented materials as part of a recent management company agent & manager training program, related to the management & recovery of co-op, condominium and homeowners association common charges & assessments. 

The presentation was entitled Creative, Smart & Effective Collection, and Assessment Management, Strategies & Policies. The presentation was a webinar, available to managers at many different locations. Mr. Byrne focused his presentation on liens, an association’s proper use of foreclosures, rent receiverships, mortgage foreclosures, how management should handle and oversee the payment of assessments, along with strategies, and technology, available to better integrate legal counsel, the board and management in the overall process. Mr. Florio focused his presentation on bankruptcy, and the United States Fair Debt Practices Act, and how each impacts an association’s assessment collection program, and the management companies that manage them.
